Friends and Constituents of District 3 –

As the 2025 Legislative Session starts to heat up, I am honored to serve during this pivotal moment in Idaho’s history. With the leadership of our new administration nationally, we are ushering in what I believe will be a modern golden age not only for our country but our state—a time to reaffirm our commitment to the conservative values that make Idaho great.

This year, we continue to see the positive impact of policies rooted in individual liberty, fiscal responsibility, and limited government. These principles are the foundation of Idaho’s success, and I am committed to ensuring they guide every decision I make. From supporting hardworking families to protecting our natural resources, I will work tirelessly to uphold Idaho’s conservative platform and secure a strong, vibrant future for all.

Together, we have an extraordinary opportunity to preserve Idaho’s legacy. Thank you for your trust and partnership as we advance the values that define our great state.

In liberty and gratitude,

Representative Vito Barbieri
Idaho House of Representatives
Legislative District 3

Legislative Authority over Administrative Rulemaking

One of my main priorities is working on Administrative Rulemaking. Legislative authority over administrative rulemaking is a cornerstone of state governance, ensuring accountability, transparency, and adherence to the intent of laws enacted by elected representatives.

This system prevents the overreach of unelected officials and safeguards American principles by granting the legislature the power to review, approve, or reject rules proposed by administrative agencies. It also ensures that regulations align with the public interest, providing a vital check on the executive branch while fostering trust in the rulemaking process.

I am committed to ensuring this process is handled with the utmost diligence, carefully balancing accountability, transparency, and alignment with legislative intent.

House Joint Memorial 1 – Marriage

House Memorial 1 calls upon the Supreme Court of the United States to reverse the decision in Obergefell v. Hodges. Importantly, this Memorial also requests that the issue of Marriage be returned to the states as outside the enumerated powers of the Federal Government and should not be a creation of the Federal Judiciary.

As your representative, I take seriously the responsibility to uphold the values that have long been the foundation of our great state and nation. That is why I am a proud and unwavering supporter of House Memorial 1, which calls upon the Supreme Court of the United States to reverse the decision in Obergefell v. Hodges and restore the natural definition of marriage as the union of one man and one woman.

Marriage, as defined for generations, is not just a cornerstone of our faith and traditions but also a vital institution that strengthens families and communities. By passing this memorial, we affirm our commitment to these enduring principles and make clear our resolve to defend what we know to be true and just.

I am honored to support this critical memorial and will continue to stand for the values that define Idaho: faith, family, and freedom. Let us work together to ensure that these principles remain at the heart of our governance and culture.

House Bill 7: Marijuana Possession – Fine Amount

I was proud to support and vote in favor of House Bill 7 which brings clarity and consistency to sentencing for marijuana possession. This legislation establishes a mandatory minimum penalty for possession of less than three ounces of marijuana, setting a clear and fair standard with a minimum fine of $300.

House Bill 7 ensures uniformity across our judicial system, providing a consistent judicial framework for addressing these cases. It also reinforces Idaho’s strong stance against drug use, sending a clear message that we remain committed to safeguarding the health and well-being of our communities.

I will continue to stand for policies that uphold the rule of law, protect Idaho families, and support a fair and balanced judicial process.
