The Session in Review: Standing Firm at Sine Die
By Idaho Representative Vito Barbieri
Friends of District 3 –
The gavel has finally fallen, marking Sine Die. The official adjournment of the 2026 Idaho Legislative Session. As I pack up my desk in Boise and head back home to North Idaho, I want to provide you with a final report on what we accomplished and, just as importantly, what we stopped.
The frantic final weeks of any legislative session are always the most dangerous for the taxpayer. As the clock runs out, the pressure to pass bloated budgets, cave to executive branch demands, and rubber stamp new regulations is immense. We saw an intense push this year from the establishment and the media to expand government under the guise of “essential services.”
I did not go to Boise to manage the decline of our country or to expand the administrative state. I went to defend your God given rights, your property, and your wallet. Despite the chaos, the conservative bloc in the House held the line. We secured massive victories for state sovereignty, parental rights, and fiscal sanity, pushing back against the encroaching overreach of both the federal government and our own state bureaucracy.
Here is the “30,000-foot view” of the promises we kept and the fights we took on for Kootenai County.

Promises Kept: The Wins
It is not enough to just play defense. This session, we passed several crucial, conservative bills into law that will permanently protect our way of life in Idaho.

H0822 – Victory for Parental Rights (Passed)
This was a long, hard fight. We went through several drafts of this legislation (H0572 and H0739) before finally passing House Bill 822—the Pediatric Secretive Transitions Parental Rights Act. The premise is simple but vital: the state does not co-parent your children. This legislation permanently bans schools, health care providers, and state entities from keeping secrets from parents regarding their child requesting a “social transition.” We have drawn a hard line to protect the family unit from radical social engineering.
H0583 – Protecting Your Property Rights (Signed into Law)
For us in Kootenai County, the debate over short-term and vacation rentals is deeply personal. With the passage of H0583, we secured a massive win for private property rights. This law strictly limits the ability of local cities and counties to over-regulate, heavily tax, or outright ban short-term rentals. If you own a home in Coeur d’Alene or anywhere else in Idaho, the local government should not have the power to zone away your right to use your property as you see fit.
H0602 & H0650 – Defending State Sovereignty (Signed into Law)
We took two massive steps to insulate Idaho from outside influence. H0602 ensures that foreign laws can never be applied or enforced in Idaho courts, guaranteeing that our Constitutional rights will not be usurped by international standards. Furthermore, H0650 establishes a strong jurisdictional presumption of state sovereignty, putting a hard legal limit on federal power within our borders. Idaho will not be a mere administrative province of Washington, D.C.
HCR028 – Seeking Divine Guidance (Adopted)
Earlier this session, the Legislature passed my resolution designating March 1 as a Day of Fasting and Prayer, seeking peaceful resolutions for our nation, wisdom for our leaders, and provision for our state’s water supplies. I am grateful to all who participated.

Holding the Line: The Defensive Stand
Our conservative values are under constant assault. Here are the measures we championed to hold the line on traditional values and sound fiscal policy.
HJM017 – Restoring the Natural Family
The foundation of a healthy society is the traditional family. I proudly supported House Joint Memorial 17, which formally calls on the United States Supreme Court to reverse the disastrous Obergefell v. Hodges decision. This memorial makes it clear that Idaho stands by the natural, historical, and biblical definition of marriage as the union of one man and one woman.
Fighting the Bloated Budgets
Throughout the budget process in JFAC, I continually voted “NO” on massive agency appropriations that sought to bake inflation-adjusted increases into the permanent baseline. We successfully forced several agencies back to the drawing board to find actual efficiencies instead of just demanding more of your tax dollars.Learn more

Honoring Our Own: Kootenai County Firefighters
Before leaving Boise, it was my solemn privilege to carry HCR024. This resolution officially records the profound gratitude of the Idaho Legislature for the heroic service and ultimate sacrifice of Kootenai County Fire and Rescue and Coeur d’Alene Fire Department Battalion Chiefs Frank Harwood and John Morrison Jr. We also honored Engineer David Tysdal for his bravery and critical injuries sustained in the line of duty.
Our first responders represent the absolute best of our community. Their names and their sacrifices are now permanently enshrined in the history of our great state. We continue to pray for their families and our local departments.

The Interim Watch
The legislature may have adjourned, but the government never sleeps. As we enter the interim months, my focus shifts from passing laws to watching the executive branch. I will be keeping a very close eye on the state agencies to ensure they implement these new laws exactly as the legislature intended without adding their own red tape or twisting our words through administrative rules.
It is good to be heading back to North Idaho. Thank you to everyone who called, emailed, visited the Capitol, and prayed for us during this session. Your engagement is what keeps our republic alive.
If you need assistance with a state agency or have thoughts on legislation for next year, my inbox remains open. Have a blessed spring.
In Liberty,
Rep. Vito Barbieri
