Biden admin secretly flew in 320,000 ‘inadmissible’ illegal migrants — admits operation creates ‘vulnerabilities’
The Biden administration secretly flew 320,000 “inadmissible” illegal migrants into the United States last year, according to a Center for Immigration Studies Freedom of Information Act lawsuit, the nonprofit think tank’s senior national security fellow, Todd Bensman, reported Monday.
The lawsuit revealed that Customs and Border Protection approved flights that brought hundreds of thousands of illegal migrants to 43 airports in the United States from January through December 2023. All of the individuals were preapproved on the CBP’s cellphone app, CBP One.
Citizens of Cuba, Haiti, Venezuela, Nicaragua, El Salvador, Guatemala, Honduras, Colombia, and Ecuador are eligible to apply for travel authorization through the mobile app from their home countries. The Biden administration rolled out the CBP One app as part of its “lawful pathways” strategy, reportedly designed to reduce the number of migrants illegally coming across the southern border.
Migrants who apply for travel authorization and temporary humanitarian release through the administration’s app are then flown into the U.S. and placed on a parole program that grants them two years of legal status and work authorization eligibility.

The administration initially refused to disclose the number of the 43 U.S. airports that received the illegal migrants, citing a “law enforcement exception,” according to Bensman’s report. However, CIS’ lawsuit revealed that the federal government is withholding the information over fears it could expose “vulnerabilities” caused by the program.
“The Biden administration’s legally dubious program to fly inadmissible aliens over the border and directly to U.S. airports has allegedly created law enforcement vulnerabilities too grave to release publicly, lest ‘bad actors’ take advantage of them to inflict harm on public safety,” the nonprofit stated.
The CBP’s lawyers reportedly told CIS that “if disclosed [it] would reveal information about the relative number of individuals arriving, and thus resources expended at particular airports which would, either standing alone or combined with other information, reveal operational vulnerabilities that could be exploited by bad actors altering their patterns of conduct, adopting new methods of operation, and taking other countermeasures, thereby undermining CBP’s law enforcement efforts to secure the United States borders.”
CIS dismissed the administration’s reasoning for refusing to reveal the information, noting that “bad actors already have access to airport travel volumes, through CBP’s own ‘Traveler and Conveyance Statistics website.'”
CBP’s website shows that during fiscal year 2022, 2.3 million individuals traveled through Boston airports compared to 3.3 million in 2023. Chicago also saw an uptick from 6.3 million to 7.9 million over the same period. In 2022, 17.7 million people traveled through New York City airports compared to 22.9 million in 2023.
CIS noted that many Democratic city leaders have blamed the increase in migrant arrivals on Texas Republican Gov. Greg Abbott, who has led an effort to bus illegal immigrants from the southern border to “sanctuary” cities across the U.S. However, the nonprofit argued that the influx of migrants arriving in blue cities is much more likely the fault of the Biden administration’s program.
Neither the Department of Homeland Security nor Customs and Border Protection have responded to requests for comment from CIS.

Elon Musk responded to CIS’ report, calling the administration’s efforts to import illegal migrants “treason.”
“This administration is both importing voters and creating a national security threat from unvetted illegal immigrants. It is highly probable that the groundwork is being laid for something far worse than 9/11. Just a matter of time,” Musk posted on X Monday evening.
“Ushering in vast numbers of illegals is why Secretary Mayorkas was impeached by the House,” Musk wrote in a separate social media post on Tuesday. “They are importing voters. This is why groups on the far-left fight so hard to stop voter ID requirements, under the absurd guise of protecting the right to vote.”
